I agree with Jason. They should not be able to use the grant for an already existing County position. That basically give your office nothing!

I am not an expert on the Supplant vs. Supplement reading of the grant but I would argue they can not use the grant under the theory of it supplanting funds/position. I’m sure others may have other thoughts.
