Do I need to be able to provide a detailed framework of just how the dollars allotted to Bedford County will be applied to be successful in obtaining the full amount allotted to my county?  For instance, do I need to say X amount for case management software, X for conflict counsel, X amount for experts, etc.?  My worry is that I’ll commit to certain numbers and, then, as times goes on the numbers will change or we won’t need as many experts as I thought or conflict counsel, etc.  Am I way overthinking this?
