Sara,
I am out until 8-4. Can the MD survey wait until after then?

Nathan

Hello everyone,

PDAP has received a request for your assistance from the public defenders of Maryland and from the folks at the 6th Amendment Center. I realize that you've had many requests for information recently (including from me). The survey they're asking you to fill out is pretty short and should take maybe 5 minutes to fill out. They've promised to share the PA data they get with PDAP. Adding that information to the chart we're building out on staffing should prove useful to you all in seeing where you stand in terms of your peer offices. Their ask:

The 6AC is assisting the Maryland Office of the Public Defender in some legislative battles. Specifically, the legislature has requested the following:

Public Defender Pay and Benefits Comparison Report: The committees are interested in learning how the compensation – including pay and benefits – for public defenders in Maryland compares to other jurisdictions. Additional information, including the hourly rates for appointed and panel attorneys and the number of cases that public defenders, appointed attorneys, and panel attorneys are responsible for, should also be included. For all of the above information, the report should include a comparison to Pennsylvania, Virginia, and Washington, DC.

Johanna Leshner, the Recruitment Director for the Maryland Office of the Public Defender (cc’d here), has put together a survey instrument. Maryland will take partial information in whatever form is most convenient, but ideally defenders will use the survey instrument found here: https://docs.google.com/forms/d/e/1FAIpQLSf6SBQUa1ulQg5Z-22J-2OJnmXWDIiYyx4tY7YQshqL049c6A/viewform?usp=sf_link<https://nam10.safelinks.protection.outlook.com/?url=https%3A%2F%2Furldefense.proofpoint.com%2Fv2%2Furl%3Fu%3Dhttps-3A__nam10.safelinks.protection.outlook.com_-3Furl-3Dhttps-253A-252F-252Furldefense.proofpoint.com-252Fv2-252Furl-253Fu-253Dhttps-2D3A-5F-5Fdocs.google.com-5Fforms-5Fd-5Fe-5F1FAIpQLSf6SBQUa1ulQg5Z-2D2D22J-2D2D2OJnmXWDIiYyx4tY7YQshqL049c6A-5Fviewform-2D3Fusp-2D3Dsf-2D5Flink-2526d-253DDwMFaQ-2526c-253DeuGZstcaTDllvimEN8b7jXrwqOf-2Dv5A-5FCdpgnVfiiMM-2526r-253DPaZoKQtRCx8VcNxlauBeh-2DNutEt1d1sfYSxQ5z6Fe6Y-2526m-253DfrK6-2D6ux3xYsU-2D2FvAe-5FhePWN2X917sMyIUPO-5FAjneM-2526s-253DctCyVncGcx-2Df2Vf8bfy29DhzWNyeQrCMuQaI7Os03VU-2526e-253D-26data-3D04-257C01-257Csara.jacobson-2540temple.edu-257C1e860214ca08428d7e8e08d9485b7371-257C716e81efb52244738e3110bd02ccf6e5-257C0-257C0-257C637620379883250030-257CUnknown-257CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0-253D-257C1000-26sdata-3DAIx7TqsErFCGa8CjHhYN3S7GfrsJek3QC8Lz8VPvbms-253D-26reserved-3D0%26d%3DDwMGaQ%26c%3DeuGZstcaTDllvimEN8b7jXrwqOf-v5A_CdpgnVfiiMM%26r%3DPaZoKQtRCx8VcNxlauBeh-NutEt1d1sfYSxQ5z6Fe6Y%26m%3DoCMb1CC95sMTFcI57DVy-1UjLhw1s3oQl50Wyjdc4qs%26s%3DdVuMPGTL8d4FJjBL7hYo5q4KACZ9yrByyq8vm59lRkQ%26e%3D&data=04%7C01%7Csara.jacobson%40temple.edu%7Cc490851c75c146621e0608d94ae3d157%7C716e81efb52244738e3110bd02ccf6e5%7C0%7C0%7C637623164599249093%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=EqDibyG%2FZ1bs7u9us0tGb802IngNu2UxKARulTTFXHs%3D&reserved=0>

Johanna is available if anyone has questions, and Maryland is hoping to get this information by the end of July.

I want to thank everyone for their help in building out the below attached chart on PD staffing. At this point we only need information from the following counties:

  *   3rd class: Cumberland
  * 4th: Beaver, Butler, Cambria, Fayette, Schuylkill, Washington
  *   5th: Lawrence
  * 6th: Bedford, Bradford, Carbon, Clarion, Clinton, Mifflin, Pike, Susquehanna, Venango, and Wayne
  *   7th: Union
  * 8th: Cameron, Forest, Fulton, Montour, Potter, Sullivan

If your county is on the above list, please email me directly (SJacobson.pdap@gmail.com)with the # of FT/PT lawyers in your office, the number of investigators, and the number of social workers. Thank you to all who have responded!
-Sara
